Biorisk Management

Laboratories play a foundational role in disease detection, surveillance, and outbreak response. Yet globally, countries remain severely underprepared for future epidemics and pandemics (2021 Global Health Security Index). Biosafety and biosecurity are among the weakest areas of health security worldwide, highlighting major gaps in laboratory safety, preparedness, and risk prevention systems (2021 Global Health Security Index). These global weaknesses underscore the need for stronger, more sustainable biorisk management capacities to safeguard populations and prevent biological threats.

 

Countries in the Eastern Mediterranean Region face even greater vulnerability. Conflict-affected countries such as Afghanistan, Iraq, Libya, Syria, and Yemen score far below the global average in the GHS “Prevention” category, which includes biosafety and biosecurity indicators. Regional instability, limited resources, weakened oversight, and strained health systems increase the risk of accidental or intentional laboratory releases and hinder effective disease detection and reporting. These conditions heighten the importance of building reliable, sustainable laboratory systems across the region.

Why EMPHNET is involved

EMPHNET engages in biorisk management to help countries strengthen the systems that protect laboratory staff, communities, and national health security. Many countries in the region face challenges in maintaining sustainable biosafety and biosecurity capacities, including gaps in laboratory infrastructure, limited access to standardized procedures, and insufficient workforce competencies. Weak laboratory systems hinder surveillance, diagnostics, and outbreak response, making it difficult for countries to prevent, detect, and control biological threats. By supporting countries through assessments, capacity building, tools, and cross-sectoral collaboration, we help establish the structures and skills needed for effective and sustained biorisk management.

  • A focus on the workforce: Addressing workforce gaps through cascade training in lab system, diagnostics, and safety practices, emphasizing mentorship, hands-on learning, and provision of essential equipment.

We strengthen biorisk management by helping countries build long-lasting systems that improve laboratory safety, security, and operational readiness. This work focuses on establishing national structures, developing sustainable tools, and supporting cross-border collaboration to ensure that biosafety and biosecurity practices are institutionalized rather than temporary.

 

Strengthening Country-Level Systems

Strengthening Regional Systems and Networks

We work directly with national laboratories and institutions to establish and sustain safer laboratory environments. Efforts include:

·       Developing and implementing SOPs for packaging, transport, and safe disposal of reagents in Afghanistan

·       Creating SOPs for medical waste management in Libya

·       Implementing inventory management software in priority life science facilities in Jordan

·       Co-developing National Biorisk Management Guidelines in Jordan

·       Supporting laboratory equipment calibration to meet ISO 15189 requirements in Iraq

·       Conducting facility-based assessments, customizing SOPs in local languages, training staff, and providing ongoing oversight to reinforce implementation

We reinforce regional coordination and cross-border collaboration by:

·       Developing improved communication and engagement methods for cross-border surveillance and outbreak investigation between Libya and Tunisia

·       Establishing inventory systems to secure pathogen samples across public laboratories in Libya and Tunisia

·       Establishing the Invasive Bacterial Disease Surveillance Network (MenMap) across Africa, the Middle East, and Eurasia

·       Creating a Regional Consortium for Biosafety and Biosecurity to align partner countries with international protocols and unified standards

 

 

  • Workforce Capacity Building

We build the skills of laboratory professionals across the region through a combination of assessments, curricula, training, and ongoing support. Activities include:

 

  • Conducting training needs assessments
  • Developing biorisk management curricula
  • Designing and delivering practical training workshops
  • Providing access to online educational materials
  • Establishing follow-up mechanisms to support sustainability at the facility level
