Strengthening Evidence-Based Immunization Decision-Making in Yemen: EMPHNET Supports NITAG Capacity Building

National Immunization Technical Advisory Groups (NITAGs) play a vital role in strengthening national immunization systems by providing independent, evidence-based recommendations that guide policy and program decisions. In settings such as Yemen, where the health system faces complex challenges, NITAGs are especially important for ensuring that immunization strategies are grounded in scientific evidence and responsive to evolving public health needs.

In this context, EMPHNET conducted a four-day in-person workshop in Amman, Jordan, titled “Strengthening the Functionality, Maturity, and Role of Yemen’s National Immunization Technical Advisory Group (NITAG).” The workshop brought together members of Yemen’s NITAG and key stakeholders to strengthen their technical and functional capacity in vaccinology and evidence-based immunization policymaking.

The training served to enhance the ability of Yemen’s NITAG to provide independent, structured, and evidence-informed recommendations, with particular focus on the application of Evidence-to-Recommendation (EtR) frameworks. It also sought to improve policy formulation processes and support more effective immunization decision-making in a fragile and resource-constrained context.

Dr. Ezzeddine Mohseni, Chair of the WHO EMR Regional Immunization Technical Advisory Group (RITAG) emphasized: "A strong NITAG is not only about recommending new vaccines. Its real value lies in strengthening the entire immunization program through evidence-based policies, high-quality data, and independent technical advice. Even in complex settings like Yemen, continued investment in NITAG capacity is an investment in stronger public health decision-making."

During the workshop, special emphasis was also placed on strengthening governance and operational effectiveness, recognizing the specific challenges faced by Yemen’s immunization system. The workshop also highlighted equity considerations, including strategies to reach zero-dose and under-immunized children, with the aim of improving immunization coverage across all population groups.

The workshop combined interactive and practical learning approaches, including expert presentations, group exercises, and scenario-based discussions tailored to Yemen’s immunization context. The agenda also covered a broad range of topics related to immunization policy and practice, including global priorities, immunization in emergencies, risk communication, vaccine demand generation, and vaccine hesitancy.

Dr. Ali Al Waleedi, Deputy Minister of Health, Yemen, also stated: "Strengthening Yemen's NITAG is essential to ensuring that immunization policies are informed by evidence and responsive to the country's realities. By improving collaboration, increasing the visibility of NITAG, and strengthening coordination across institutions, we can support better decisions that ultimately protect the health of all Yemenis."

Through this comprehensive training, EMPHNET continues to support Yemen’s efforts to enhance the role of its NITAG, helping ensure that immunization policies are guided by scientific evidence and aligned with national priorities.
