Advancing Primary Health Care in Jordan Through the Family Health Team Approach

Strengthening primary health care requires a fundamental shift in how services are delivered. In Jordan, the Ministry of Health (MOH) is leading this transformation, with support from EMPHNET through its training arm, the International Academy of Public Health (IAPH), in collaboration with the World Health Organization (WHO) and with support from the European Union (EU), through the adoption of the Family Health Team (FHT) approach.

 

The FHT approach focuses on improving integration, continuity, and quality of care at the primary health care level. It promotes a more human-centered model of service delivery and is currently being piloted across selected primary health care centers in the Kingdom.

 

On April 20, 2026, EMPHNET, IAPH, and WHO conducted a workshop in Amman, bringing together trainers and healthcare providers from selected MOH primary health care centers. The workshop is part of the ongoing implementation phase of the FHT approach in Jordan.

 

Participants were introduced to the operational guide and the structured five-month phased implementation process. Sessions focused on key components of the approach, including team formation and internal organization, service delivery models, continuity of care, proactive and preventive services, and community engagement. The workshop also outlined the roles, responsibilities, and practical steps required for implementation.

 

From Capacity Building to Implementation

This phase builds on earlier capacity-building efforts. In November 2025, EMPHNET and IAPH conducted a five-day Training of Trainers (TOT) workshop for 25 physicians and nurses from primary health care centers across Jordan.

 

The training introduced participants to the Family Health Team Approach Manual and the Supportive Supervision Guide, alongside clinical case studies. It focused on strengthening skills in supportive supervision, training methodologies, and quality improvement practices to support effective implementation.

Launching the Implementation Phase

The implementation phase of the Family Health Team (FHT) approach includes a series of orientation workshops conducted for selected primary health care centers. During this phase, participating health centers implement the FHT approach with ongoing technical support and follow-up. The process also includes monitoring progress and documenting lessons learned to inform future scale-up.

 

Building Capacity for Implementation

The project includes training physicians and nurses across all participating centers, alongside the development of 25 master trainers through a dedicated Training of Trainers track.

 

This approach supports the development of a skilled workforce capable of implementing the Family Health Team model within primary health care settings. It also enables trained providers to support implementation within their facilities and sustain the approach over time.

 

Strengthening Primary Health Care Delivery

The Family Health Team Approach supports the organization of care through team-based service delivery, with a focus on continuity, coordination, and integration of services.

 

Primary beneficiaries include healthcare providers in participating centers. Communities benefit from improved access to more organized, continuous, and patient-centered care.

 

Through this collaboration, EMPHNET and IAPH, together with their partners, are supporting the implementation of the Family Health Team approach within primary health care services in Jordan.
